Relevant d\u2019une technologie fort ancienne, il acquiert le statut de machine ultra moderne par l\u2019ajout d\u2019\u00e9l\u00e9ments adapt\u00e9s aux besoins sp\u00e9cifiques de l\u2019arsenal. Le moulin de Hubert et le syst\u00e8me de dragage original qu\u2019il con\u00e7oit en 1805, s\u2019inscrivent dans une histoire longue et lancinante, celle des accommodements entre la Marine et le limon de la Charente.<\/p><p lang=\"fr-FR\" align=\"justify\">En 1666, le site de Rochefort est retenu pour installer le grand arsenal du Ponant dont r\u00eave Louis XIV, pour des raisons de protections naturelles, d\u2019approvisionnement par la Charente et de position m\u00e9diane entre Nantes et Bordeaux, les deux grands ports de commerce dont la Marine de guerre prot\u00e8ge les convois. Les conditions naturelles de l\u2019espace o\u00f9 doit se d\u00e9ployer cette gigantesque et magnifique usine sont en revanche est tr\u00e8s largement sous estim\u00e9es. Colbert du Terron, intendant de la province d\u2019Aunis et cousin du ministre, n\u2019a gu\u00e8re \u00e9voqu\u00e9 la question tant est grand son d\u00e9sir de convaincre le roi de s\u2019installer chez lui. Seuls comptent ici les formidables qualit\u00e9s du site et du reste, ce ne sont pas quelques monceaux de limon qui peuvent stopper la volont\u00e9 d\u2019un souverain qu\u2019on ne compare qu\u2019au soleil\u2026 L\u2019avenir est moins Il y re\u00e7oit un savoir th\u00e9orique tr\u00e8s \u00e9labor\u00e9, o\u00f9 la quantification des ph\u00e9nom\u00e8nes, la mod\u00e9lisation des gestes et la ma\u00eetrise de la m\u00e9canique forment un fond particuli\u00e8rement adapt\u00e9 aux arsenaux. La R\u00e9publique et l&rsquo;Empire chargent ces vaillants Polytechniciens de diffuser leur savoir au sein de toute la Nation et de se mettre au service de la rentabilit\u00e9, de la productivit\u00e9 et du g\u00e9nie fran\u00e7ais. Avec Hubert, ils ne seront pas d\u00e9\u00e7us. Apr\u00e8s avoir choisi de servir dans la Marine, fili\u00e8re alors la plus prestigieuse, il prend ses fonctions \u00e0 Rochefort en 1805, comme ing\u00e9nieur de 3e classe. Il est imm\u00e9diatement frapp\u00e9 par l&rsquo;omnipr\u00e9sence d&rsquo;un acteur mou, intrusif et aga\u00e7ant et d\u00e9cide de s&rsquo;attaquer \u00e0 la vase qui s&rsquo;accumule \u00e0 l&rsquo;entr\u00e9e de la double forme de radoub.<\/span><\/p><p class=\"western\" lang=\"fr-FR\" align=\"justify\"><span style=\"font-family: Calibri, serif;\">Creus\u00e9 en 1683, ce bassin sert \u00e0 l\u2019entretien des coques de navire. Il a la particularit\u00e9 de pr\u00e9senter deux places\u00a0: vers l\u2019amont pour les grosses r\u00e9parations, vers l\u2019aval pour les radoubs plus l\u00e9gers. La mise en service de cette double forme est particuli\u00e8rement compliqu\u00e9e, en raison de l\u2019omnipr\u00e9sence de l\u2019eau dans les fondations, qui oblige \u00e0 un pompage permanent. Elle n\u2019entre en fonction qu\u2019en 1725, ce qui suffit \u00e0 prendre la mesure de l\u2019effarante logistique rochefortaise. Malgr\u00e9 tout, cette prouesse technologique est largement sous utilis\u00e9e en raison de la vase qui s\u2019accumule devant l\u2019acc\u00e8s au bassin. Hubert pour draguer l&rsquo;avant bassin des nouvelles formes ayant obtenu un succ\u00e8s complet et produisant une \u00e9conomie \u00e9norme sur la m\u00e9thode anciennement usit\u00e9e avec l&rsquo;avantage d&rsquo;entretenir les portes toujours d\u00e9gag\u00e9es de vase. M. le Pr\u00e9fet maritime a cru dans sa justice devoir demander pour lui le grade d&rsquo;ing\u00e9nieur.<\/i><\/span><span style=\"font-family: Calibri, serif;\"> Rien ne vaut un moulin pour avancer dans la vie.<\/span><\/p><p class=\"western\" lang=\"fr-FR\" align=\"justify\"><span style=\"font-family: Calibri, serif;\">Une<\/span><span style=\"font-family: Calibri, serif;\"> fois nettoy\u00e9, l\u2019acc\u00e8s au bassin n&rsquo;exige plus que deux jours de fonctionnement pour emp\u00eacher la formation d&rsquo;un nouveau monticule de vase. Hubert, en bon polytechnicien soucieux d&rsquo;efficacit\u00e9, branche de nouvelles machines sur son moteur \u00e0 vent. D\u00e8s mars 1807, <\/span><span style=\"font-family: Calibri, serif;\"><i>une machine \u00e0 broyer les couleurs, <\/i><\/span><span style=\"font-family: Calibri, serif;\"> compos\u00e9e de six meules de pierre, est install\u00e9e au premier \u00e9tage du moulin. Elle \u00e9crase les pigments min\u00e9raux qui composent les peintures dont on peint les navires. En janvier 1809, un laminoir \u00e0 plomb, est plac\u00e9 dans un petit \u00e9difice b\u00e2ti pr\u00e8s du moulin qui lui fournit l\u2019\u00e9nergie : deux fortes calandres \u00e9crasent des lingots de plomb et les transforment en feuille. Plusieurs parties des navires particuli\u00e8rement expos\u00e9es, comme les \u00e9cubiers par o\u00f9 passent les c\u00e2bles d\u2019ancre, ou les toilettes des officiers (\u00e9l\u00e9ment central de la puissance navale\u2026) sont en effet recouvertes de plomb. Un tour \u00e0 m\u00e9taux pour les r\u00e9as des poulies est \u00e9galement mis en place au deuxi\u00e8me \u00e9tage du moulin.
